The Native Village of Port Lions is now accepting applications for the following position:

Tribal Family Services Assistant

The Tribal Family Services Assistant (TFSA) is a regular part-time position, twenty-five (25) hours per week.  The (TFSA) will be responsible for planning and implementing the Family Activities Program for the Native Village of Port Lions.

The Tribal Family Services Assistant is under the direct supervision of the Tribal Family Services Coordinator.

REQUEST FOR PROPOSALS

(published:  June 25, 2008 and updated:  June 30, 2008 )

The Native Village of Port Lions is accepting bids from interested parties for the development of conceptual drawings for a single-story Multi-Purpose Cultural Center, approximately 75’ X 130’.

There will be NO mandatory pre-bid meeting for this project.  Bids must be received at the Native Village of Port Lions offices no later than 3:30 PM , Wednesday, July 16, 2008 .

Interested parties will be asked to develop drawings with Tribal input.  The successful bidder will be required to meet with Tribal Council and employees on-site at least once during the project and via teleconference at least twice during the project.

This project is open to all interested parties, although Indian-owned firms are encouraged to submit a proposal.  Selection will be based on price, technical approach and demonstrated ability.  Although price will be a consideration, the Native Village of Port Lions reserves the right to select a contractor best suited to successful project completion.

Supplemental Information

The following information was developed as part of the Port Lions Traditional Tribal Council’s planning process which includes meetings with Tribal Council and employees.  The following are ideas generated during these meetings, and they are offered as reasonable “wish list” for a new Tribal Multi-purpose facility.

Program spaces to be included: 

  • Family Services Office(Wellness/Fitness Center, Youth Center , Family Activities)

  • Kizhuyak Oil Sales Office (rented business space)

  • Environmental Office (IGAP, Recycling/Community Outreach programs, laboratory)

  • Transportation (elder transit center, tire shop)

  • Tribal Public Safety Office (Lands Security, Tribal Courts)

  • Title VI Elder Meals kitchen and dining area

  • Possible Café and Gift Shop (these may be located at City Dock instead)

  • Pre-school/Daycare Center

  • Post Office (current building at sea level, well under tsunami safety zone)

  • Possible Washeteria

  • Itinerant quarters (overnight space for visitors)

  • Tribal Administrator Office

  • Administrative Assistant/Reception Office

  • Finance/Grants Office

  • At least two additional office spaces that can be rented or leased

  • Council Conference/Meeting room

  • Centrally located restrooms accessible to entire building

  • Technology room

  • Storage/archives

  • Custodial

  • Boiler/electrical

  • Break room




  • Suggestions from employees and Tribal Council with the goal of maximizing use of available space, minimizing construction costs and allowing for future growth/additional programs:



  • Consolidate spaces whenever possible (example:  place kitchen and café and Youth Center in same area so they can share some kitchen space, counter space and seating space)

  • Construct building with tall enough crawl space that can accommodate boiler room, tire shop machines, maintenance storage.

  • Access funds for constructing a “green” building – minimize costs for maintenance and sustainability

  • Use minimum allowed hallway width throughout building and put Administrative Assistant, Environmental (laboratory enclosed but close by), Transportation, Finance, Grants in cubicles near Reception area to save space.

  • Acknowledge necessary exterior doors, as needed, for KOS, Pre-school, Post Office, Washeteria, Title VI, PLBM&S, Café and Gift Shop – maybe create a Business Center in one part of building?  Ensure easy access to parking area for Post Office customers (packages, boxes)

  • Keep plumbing in same walls on both ends of building

  • Additional Information:  the lot on which this building will be placed has the usual Kodiak Island Borough building restrictions.  It also has a (Corps of Engineers) required vegetation buffer due to a stream that runs through the property.  Some drainage issues are present on the property– excavation and fill will be significant. 

    A new clinic has already been constructed on the property in 2006/2007.  Utilities are available on the property (water, sewer, and electricity).  This project will be phase II of the overall site master plan, but it will not be physically connected to the clinic.
